In 2019 Autism Resources Miramichi presented a proposal to the City of Miramichi to begin a swimming program specifically developed to teach children with Autism water safety. The program was developed with consideration given to the learning styles of those with Autism Spectrum Disorder which allows for a better learning environment than the regular instructional swim program offered through the City of Miramichi aquatic programs.
The City provided support to Autism Resources Miramichi for this program by dedicating pool rental time, sharing of equipment, and identifying and supporting the recruitment of aquatic staff for this program. Autism Resources Miramichi continues to offer this program annually, and currently is required to find financial support through user fees, grant funding, and donations to cover operating expenses. The City of Miramichi has supported this program since 2019 by providing funding through the Neighbourhood Matching Grant and the Community Development Grant program.
At the September 2023 Community Services Standing Committee, Autism Resources Miramichi presented information on the success of this program and the need in the community (see attached). In an effort to have this program more sustainable, they are requesting that funding be allocated in the City of Miramichi annual operational budget for the operations of the Autism Swim Program.
The City of Miramichi has recently adopted an Accessible Municipal Recreation Policy. This policy aims to ensure that all residents are provided access to quality recreation experiences , including residents with disabilities. The policy has goals identified in providing more access to municipal and community programs with appropriate levels of support for people with disabilities. The Autism Swim program clearly helps eliminate barriers to access of a quality swim program that will meet the needs of individuals with autism spectrum disorder.
The organization can fund most of the cost of the program including instructors and administration, but have a projected deficit if $3658. At City Council lat night, Council approved the addition of $4000 to the 2024 operating budget to make up the shortfall.
