New payroll jobs announced (link), but qualifications have changed. Unfair?

Just as 200 more employees start work at the payroll center in Miramichi, a new round of hiring is announced.  The government has posted the competition for 100-175 new positions at the payroll center, and the competition goes until October 4th.

These are just more of the same jobs that have already been filled, but this time around, the qualifications seem to have been increased.

Facebook readers were responding to a post announcing the competition.  Keen readers of the competition noted that the new requirements are " a Certificate or Diploma from a recognized post-secondary institute in the field of Accounting, Finance, Human Resources or Administration obtained by June 2014 ".

Some commented that "Not much fairness there, when everyone and their dog could apply previously and they're all the same jobs, "Compensation Advisor Trainee".
